Hoop Wire is springy! Don't cut the tie wraps without having a way to contain the wire.
You can use the packaging that your hoop wire was shipped in to dispense the hoop wire. The following directions are for a box of hoop wire. If your hoop wire was shipped in a bubble wrap mailer, the same instructions apply.
Open the package in a manner that you can reseal it.
Use a marker to draw the inside diameter of the hoop wire onto the packaging being careful not to get marker on the hoop wire.
Using an appropriate cutting tool, safely cut out the circle.
Put hoop wire back in the package, seal the package securely, and cut the tie wraps.
Pull the end of the hoop wire out from the center of of the roll, measure out the desired number of feet for your project, and cut with cable cutters.
